Ministry innovation strategy adopted as a national standard

The context

Across the Gulf, governments have spent the past decade trying to institutionalize innovation rather than run it as a series of one-off initiatives. The hard part is never the launch event; it is making innovation a permanent function of how a ministry works, one that survives a change of minister and a change of budget. A ministry that wanted exactly that brought me in.

The mandate

Build the innovation strategy and the operating model to run it, not a report, but the structure, roles, and governance that would let the ministry originate, test, and adopt new ways of working on an ongoing basis. The engagement ran at the most senior level: I engaged the minister directly, on a recurring basis, because a mandate this structural cannot be delegated into the middle of an organization and expected to hold.

The constraints

Three pressures shaped the work. It had to be defensible inside a government bureaucracy, not just compelling in a strategy session. It had to outlast the tenure of any single leader. And it had to be culturally native, an operating model that fit how this institution actually decides, or it would be admired and ignored.

The intervention and method

The work followed the discipline behind every engagement: fix the real objective before building anything (Aperture), design the operating model to be adopted rather than merely approved (the behavioral layer of Strategic Influence Architecture), and carry it through to a decision that was owned, not filed. Concretely, that meant a strategy tied to the ministry's real mandate, an operating model with named ownership, and, its most durable output, a Chief Design Officer function: a permanent senior role to hold innovation as a discipline inside government.

The outcome

The Chief Design Officer function was subsequently adopted as a government-wide standard, spreading beyond the original ministry, and the engagement delivered national innovation programming with global futurists. That is the test that matters: not that a strategy was praised, but that it became the way a government operates, and was copied across it.

It is a clear example of sovereign, institution-scale work: strategy that did not stop at a deck but changed how a government runs.
