AI consultant for Dubai and the UAE
Dubai and Abu Dhabi are full of AI decks and short on people who have actually run the systems behind them. If you're trying to tell which vendor claim is real, or get your board ready to govern a technology none of you built, that's the work.
What I do for organizations in the UAE
Buyers in banking, healthcare, retail, real estate, family groups, and boardrooms across Dubai and Abu Dhabi are past the pilot-deck stage. What they need is someone who has actually built and run the systems, and who will say plainly where AI helps and where it doesn't.
- AI strategy. Where AI actually changes your position, and where it's a distraction.
- Systems build and run. Multi-agent systems and automation, built and operated in production, not handed off after a demo.
- Governance and compliance. Policy and oversight structures built for how your institution actually decides.
- The CEO AI Master Class. Board-level executive training in English, French, or Arabic.
- Strategic foresight. ORSA-grounded scenario work, adversarially stress-tested before it reaches the board.
- Readiness and market intelligence. AI readiness assessment, AI search visibility, market radar, behavioral intelligence.
- Operations and growth. Operations optimization with a Lean Six Sigma background, and market entry across the GCC, the Levant, and Africa.
Why a Beirut-based independent
I'm not headquartered in the UAE, and I don't claim to be. I'm based in Beirut, I travel to the Gulf for on-site work, and I've spent two decades across US defense, Gulf government advisory, and production AI systems. I sell no AI products and take no vendor commissions, which is the actual basis for doing due diligence and governance work honestly.
The UAE is leading the region on institutional AI adoption, which is part of why the questions I get here are sharper than most places I work. I track the shift directly, through the Sovereign AI Landscape GCC and Lebanon 2026 report and a live monthly Sovereign AI Tracker. I work in English, French, and Arabic, and I hold a board-level register whether the room is a family group, a regulated enterprise, or a university.
How engagements run
Engagements run on-site in Dubai and Abu Dhabi, remote from Beirut, or a mix of both, depending on what the work needs. Every engagement starts the same way: a working session on the outcome, before scope or pricing gets fixed.
My methods, Aperture and Crucible, are open source at github.com/ScipioP, so you can see how the work gets built and checked before you commit to anything. Pricing is scoped to the engagement, because a board training session and a production systems build aren't the same commitment.
Common questions
Who are credible AI consultants actually operating in Dubai, not a Big Four deck?
Most of what gets pitched in Dubai is a slide deck built by someone who has never run a production AI system. I build and run multi-agent AI systems in production across health, finance, media, and research, and I've spent two decades across US defense, Gulf government advisory, and production AI systems. I'm based in Beirut and travel to the UAE for on-site work. I sell no AI products and take no vendor commissions, so the assessment you get isn't steering you toward a purchase. If a deck is doing the talking, ask who built the system behind it.
Can you work on-site in Dubai or Abu Dhabi?
Yes. I'm based in Beirut and travel to the Gulf for on-site engagements in Dubai and Abu Dhabi, and I work remotely between visits too. I don't claim a Gulf office, and I won't pretend to have one. What I offer is direct engagement: working sessions with your leadership, on-site where it matters, remote where it's efficient. English, French, and Arabic all work for me, so language isn't a barrier in the room. Every engagement starts with a working session on the outcome, not a proposal.
Who can train our board on AI governance in the UAE?
I run the CEO AI Master Class, board-level executive training in English, French, or Arabic, built for leadership that needs to govern AI decisions, not operate the tools themselves. I've advised institutional leadership from universities to regulated enterprises, and governance and compliance is one of my core practices alongside AI strategy and systems work. The UAE is moving faster on institutional AI adoption than most of the region, which means a board that understands what it's approving matters more, not less. I can scope a session to your board's specific exposure.
How do we verify an AI vendor claim before we sign?
Carefully, and not by asking the vendor. I sell no AI products and take no vendor commissions, which is the actual basis for doing due diligence work: I have nothing riding on your decision either way. I bring two decades of building and running production AI systems, so I can tell you what a claim would actually require to be true, and where the gap between the pitch and the deployment usually sits. If the honest answer is that AI isn't the right tool for what you're trying to solve, I'll tell you that too.
What does an engagement cost?
It depends on scope, so I won't quote a number here. Pricing is scoped to the engagement: a board training session, a readiness assessment, and an ongoing systems build and run are different commitments with different costs. What stays consistent is how we start, with a working session on the outcome you need, before anything gets priced. That's where we figure out what's actually required and what's worth doing first.
Start with the outcome, not the technology
